Dispute Resolution Program

The College uses Dispute Resolution (DR) to facilitate the resolution of some complaints regarding members of the profession. DR is voluntary and without prejudice to the parties. Agreements arising from this process protect the public interest and are similar to those expected from a full investigation or hearing.

The College's committees consider the public interest when determining whether publication of such matters is necessary. The College monitors compliance with all agreements reached through DR.


Member: Paul Douglas Waite
Registration Number: 107256
Decision: Certificates of Qualification and Registration cancelled

Following notification by the District School Board of Niagara, the Registrar initiated a complaint against Paul Douglas Waite, a member of the College, alleging that he sexually assaulted a male elementary school student.

The member resigned his membership in the College in June 1997, and the Registrar cancelled his Certificates of Qualification and Registration.

The Investigation Committee ratified a memorandum of agreement between the member and the College, in which the member agreed to:

  • not reapply for membership in the College for five years and not teach during that period
  • publication of his name with a summary of the complaint and its resolution in Professionally Speaking
  • a notation on the public register regarding the member's resignation and cancellation of his certificate, including a statement that a complaint against the member regarding a sexual relationship with a student was resolved at the College through an agreement
  • College notification of the cancellation of the member's certificate to his former employer and the education authorities routinely informed of such disciplinary action.

Member: Stéphane Cinanni
Registration Number: 435266
Decision: Certificates of Qualification and Registration cancelled

Following notification by the Conseil des écoles publiques de l'est de l'Ontario, the Registrar initiated a complaint against Stéphane Cinanni, a member of the College, alleging that he engaged in a sexual relationship with two female students.

The Investigation Committee ratified a memorandum of agreement (MOA) between the member and the College, in which the member agreed to:

  • resign his membership
  • the cancellation of his certificate by the Registrar
  • not reapply for membership in the College for three years and not seek or engage in employment where Certificates of Qualification and Registration are required
  • publication of the member's name with a summary of the complaint and its resolution in Professionally Speaking
  • maintenance of the Investigation Committee's decision, including the MOA, in the College library
  • a notation on the public register regarding the member's resignation and cancellation of his certificate, including a statement that at the time of the resignation, a professional misconduct investigation was in progress regarding the member's sexual relationship with two female students
  • College notification of the cancellation of the member's certificate to his former employer and the education authorities routinely informed of such disciplinary action.

Member: Todd Francis Thomson
Registration Number: 262457
Decision: Certificates of Qualification and Registration cancelled

Following notification by the British Columbia College of Teachers (BCCT), the Registrar initiated a complaint against Todd Thomson, a member of the College, alleging that he had pleaded guilty to the criminal offence of possession of child pornography. The BCCT found the member guilty of professional misconduct and cancelled his Certificates of Qualification and Registration.

The Investigation Committee ratified a memorandum of agreement between the member and the College, in which the member agreed to:

  • resign his membership
  • the cancellation of his certificate by the Registrar
  • not reapply for membership in the College for three years and not seek or engage in employment where Certificates of Qualification and Registration are required
  • publication of the member's name with a summary of the complaint and its resolution in Professionally Speaking
  • a notation on the public register regarding the member's resignation and cancellation of his certificate including a statement that at the time of the resignation from the College, the BCCT had found the member guilty of professional misconduct and had cancelled his Certificates of Qualification and Registration (The disciplinary action by BCCT followed the member's plea of guilty to the criminal offence of possession of child pornography.)
  • maintenance of the Investigation Committee's decision, including the MOA, in the College library
  • College notification of the cancellation of the member's certificate to the education authorities routinely informed of such disciplinary action.

Member: Bradley James Timko

Decision: Certificates of Qualification and Registration cancelled

Following notification by the Lakehead District School Board, the Registrar initiated a complaint against Bradley James Timko, a member of the College, alleging that he engaged in an sexual relationship with a female student and that he used school computers to view adult pornography.

The Investigation Committee ratified a memorandum of agreement between the member and the College, in which the member agreed to:

  • resign his membership
  • the cancellation of his certificate by the Registrar
  • not reapply for membership in the College for two years and not seek or engage in employment where Certificates of Qualification and Registration are required
  • publication of the member's name with a summary of the complaint and its resolution in Professionally Speaking
  • a notation on the public register regarding the member's resignation and cancellation of his certificate including a statement that at the time of the resignation, a professional misconduct investigation was in progress regarding the member's sexual relationship with a female student and use of adult pornography on school computers
  • maintenance of the Investigation Committee's decision including the MOA in the College library
  • College notification of the cancellation of the member's certificate to the member's former employer and the education authorities routinely informed of such disciplinary action.
