2003 COUNCIL ELECTION

Notice of Election

Notice is hereby given that an election will be held on April 14, 2003 to elect 17 representatives to the College Council, in accordance with the provisions of Regulation 293/00 made under the Ontario College of Teachers Act.

All College members who are in good standing as of February 21, 2003 will be eligible to vote electronically via a ballot in the Members' Area of the College web site. Each ballot will be customized according to the voting eligibility of the specific member.

A list of the positions, the candidates and their place of community, along with a general description of the role and functions of the College and the Council, will be included in the March issue of Professionally Speaking. Election information and detailed biographical information submitted by the candidates will be available on the College web site on March 3, 2003 for College members' reference.

I encourage all College members to participate in the election of the teaching profession's representatives to the College's third Council.

Call for Nominations

Nominations for the 17 elected positions of the 31-member Council of the Ontario College of Teachers are now being accepted.

COLLEGE members wishing to seek election to the Council must be in good standing, reside in Ontario and meet the specific nomination criteria for the position sought. If you are interested in running for the Council or nominating someone, please read the specific nomination requirements for each position.

Nomination forms are available on the College web site or by contacting the College's election information line. Review the nomination form carefully. You will require the signatures of 10 nominators who are eligible to run for the same position you are seeking. A member can only nominate one candidate for each position.

The College must receive completed nomination forms by 5 p.m. on January 10, 2003 by mail or delivery only. Faxed nomination forms will not be accepted.

College staff will review the nomination forms to ensure that the candidate meets the position requirements and will send a written acknowledgement within five days of receiving the nomination. A list of confirmed candidates will appear in the March 2003 issue of Professionally Speaking. The Ontario government appoints public members to the remaining 14 positions on the 31-member Council.

Questions and Answers
Q: How do I know if I am eligible to stand for election for the College Council?
A: If you are a member in good standing of the College, you reside in Ontario and you meet the specific eligibility requirements for the position, you are eligible to run.

Q: Are there exceptions?
A: Yes. Employees of the Ontario College of Teachers are not eligible to stand for nomination.

Q: What if I am a College member in good standing and I am retired or teach occasionally?
A: You are eligible to seek nomination for one of the six regional positions.

Q: How do I get nominated?
A: If you wish to be a candidate for a position, send a completed nomination form to the Registrar by 5 p.m. on January 10, 2003. Nomination forms are available on the College web site or by mail. You will need the signatures of 10 nominators who are eligible, at the time of signing, to run for the position you are seeking.

Q: Can I run for more than one position?
A: No. You can only stand for nomination as a candidate in one category.

Q: When will I know if I have been confirmed as a candidate?
A: Once received, your nomination will be reviewed and you will be advised in writing as to whether your nomination meets the necessary requirements for candidacy.

Q: What is the time commitment for Council members?
A: The Council serves as the College's board of directors and is responsible for the management and administration of the College's affairs. Council members attend a minimum of four Council meetings a year. Members also serve on a minimum of two of the Council's statutory, standing or special committees. Chairs of Council committees usually have additional responsibilities. Council members will require a minimum of 30 days' leave per school year.

Q: Are elected Council members compensated?
A: No, but if you are an elected Council member and you are on a leave of absence to attend a Council or committee meeting, the College will reimburse your employer for salary expenses incurred in the hiring of a temporary replacement. In addition, the College reimburses members for expenses incurred while on College-related business.

Q: How long is the term of office?
A: The term of office of this Council is three years.

Q: When would I assume responsibilities as a Council member?
A: If elected in April 2003, you would take office at the first meeting of the new Council.

Q: How can I get further information as a potential candidate?

Q: As an official nominee, can I circulate campaign information through the auspices of the College?
A: Nominees are given the chance to submit biographical information that will appear in the March issue of Professionally Speaking and on the College web site. All candidate information will be available in English and French.

Voting Information-Electoral Categories
The 17 elected Council positions represent separate electoral categories, each having its own nomination criteria to ensure geographic, elementary, secondary and system representation.
The elected positions consist of:

  • six regional positions
  • seven system and panel positions
  • four additional category positions (principal/vice-principal, supervisory officer, faculty of education and private school).

To stand for election, a member must be in good standing with the College, reside in Ontario and meet the specific requirements for the position. No College member shall stand for election for more than one position.

Six Regional Positions
All College members in good standing may be nominated as a regional candidate based on residency.

Northwest Ontario-Position 1
A College member may run for this position if he/she resides in the Northwest Ontario region that includes the territorial districts of Algoma, Cochrane, Kenora, Rainy River, and Thunder Bay, the Regional County Municipalities of Abitibi, Abitibi-Ouest, Rouyn-Noranda, Témiscamingue and Vallée-de-l'Or in Québec, and Manitoba.

Northeast Ontario-Position 2
A College member may run for this position if he/she resides in the Northeast Ontario region that includes the territorial districts of Sudbury, Manitoulin, Timiskaming, Nipissing and Parry Sound.

Southeast Ontario-Position 3
A College member may run for this position if he/she resides in the Southeast Ontario region, including: the Regional Municipality of Ottawa-Carleton; the united counties of Prescott and Russell, Stormont, Dundas and Glengarry, and Leeds and Grenville; and the counties of Hastings, Lennox and Addington, Lanark and Renfrew, Frontenac and Prince Edward, or in any part of Québec not specified in the Northwest Ontario position.

Southcentral Ontario-Position 4
A College member may run for this position if he/she resides in the Southcentral Ontario region that includes the counties of Northumberland, Victoria and Peterborough, Simcoe, Haliburton, Dufferin and Wellington, the municipality of Clarington, the District Municipality of Muskoka, and the regional municipalities of Peel, Halton, Waterloo, Niagara and Hamilton-Wentworth.

Southwest Ontario-Position 5
A College member may run for this position if he/she resides in the Southwest Ontario region that includes the counties of Brant, Essex, Lambton, Elgin, Middlesex, Huron, Perth, Bruce Grey and Oxford, the Regional Municipality of Haldimand-Norfolk and the municipality of Chatham-Kent.

Central Ontario-Position 6
A College member may run for this position if he/she resides in the Central Ontario region that includes Toronto and the regional municipalities of York and Durham (excluding the municipality of Clarington), any other area of Canada not specified in the Northwest or Southeast Ontario positions, or abroad.

Seven Province-Wide System Positions
If you are a College member who is not employed as a vice-principal, principal, supervisory officer, by a faculty of education as a tenured or tenure-track staff member, or by a private school, you are eligible to run for one of the province-wide system positions depending on system employment:

  • English-language public board elementary-Position 7
  • English-language public board secondary-Position 8
  • English-language Roman Catholic board elementary-Position 9
  • English-language Roman Catholic board secondary-Position 10
  • French-language Roman Catholic board elementary-Position 11
  • French-language Roman Catholic board secondary-Position 12
  • French-language public board elementary or secondary-Position 13

English-Language Public Board Elementary-Position 7
A College member may run for this position if he/she is employed as part of the regular teaching staff as a qualified elementary teacher by an English-language public district school board, the Provincial Schools Authority or a school authority, other than a Roman Catholic school authority or a board of a secondary school district. He/she may not be employed in a French-language instructional unit.

English-Language Public Board Secondary-Position 8
A College member may run for this position if he/she is employed as a qualified secondary school teacher by an English-language public district school board, public school authority, or the Provincial Schools Authority, and is not employed in a French-language instructional unit.

English-Language Roman Catholic Board Elementary-Position 9
A College member may run for this position if he/she is employed as a qualified elementary teacher by an English-language separate district school board or a Roman Catholic school authority, and is not employed in a French-language instructional unit.

English-Language Roman Catholic Board Secondary-Position 10
A College member may run for this position if he/she is employed as a qualified secondary teacher by an English-language separate district school board.

French-Language Roman Catholic Board Elementary-Position 11
A College member may run for this position if he/she is employed as a qualified elementary teacher by a French-language separate district school board or Roman Catholic school authority and works in a French-language instructional unit.

French-Language Roman Catholic Board Secondary-Position 12
A College member may run for this position if he/she is employed as a qualified secondary school teacher by a French-language separate district school board.

French-Language Public Board Elementary or Secondary-Position 13
A College member may run for this position if he/she is employed as a qualified elementary or secondary school teacher by a French-language public district school board, a public school authority, or the Provincial Schools Authority at Centre Jules-Léger, and who works in a French-language instructional unit.

Four Additional Categories
Principal/Vice-Principal-Position 14
A College member may run for this position if he/she is qualified and employed as a principal or vice-principal, in a non-acting position, at a district school board, school board authority or the Provincial Schools Authority.

Supervisory Officer-Position 15
A College member may run for this position if he/she is employed as a supervisory officer.

Private Shool-Position 16
A College member may run for this position if he/she is employed by a private school that has submitted to the Ministry of Education a current notice of intention to operate a private school.

Faculty of Education-Position 17
A College member may run for this position if he/she is employed at a school or faculty of education within a university or is tenured or a tenure-track member of the school or faculty.
