The College uses Dispute Resolution (DR) to facilitate the resolution of suitable complaints regarding members of the profession. DR is voluntary and without prejudice to the parties. The results of the DR process are similar to those that would be expected following a full investigation and/or contested hearing.

The members in the cases reported here have consented to the publication of a summary of the complaint and its resolution.


Member: Peter Frederick Brown
Registration Number: 131078
Decision: Certificates cancelled

Following notification by the Trillium Lakelands District School Board, the Registrar initiated a complaint against Peter Frederick Brown, a member of the College, alleging that he had:

  • assaulted an adult female with whom he had previously had a romantic relationship by grabbing her around the face and neck

  • criminally harassed the same adult female by driving by her home, appearing at her residence, frequently telephoning her and shouting profanities at her.

Brown pleaded guilty to criminal charges of assault, criminal harassment and failing to comply with conditions of an undertaking related to a criminal matter.

On July 28, 2005, the Investigation Committee ratified a memorandum of agreement (MOA) between the member and the College, in which the member agreed to:

  • resign his membership in the College

  • the cancellation of his Certificates of Qualification and Registration by the Registrar

  • not reapply for membership in the College for one year

  • maintenance of the Investigation Committee's written decision, including the MOA, in the College's Margaret Wilson Library

  • a notation on the public register regarding the member's resignation and cancellation of his certificates including a statement that, at the time of the resignation, a professional misconduct investigation was in progress

  • College notification of the cancellation of the member's certificates to the education authorities routinely informed of such disciplinary action.

Decision: Cautioned by the Investigation Committee

Following notification by a school board, the Registrar initiated a complaint against a member of the College alleging that he had communicated with a male student by e-mail which contained inappropriate language, comments or innuendo by either the member or the student to which neither objected.

On July 28, 2005, the Investigation Committee ratified an MOA between the member and the College in which:

  • the member admitted that he engaged in the alleged conduct

  • the member agreed to be cautioned by the Investigation Committee, in writing, regarding his actions

  • the parties acknowledged that the member had successfully completed a course of instruction regarding maintaining professional relations with students

  • the member agreed to provide the Registrar with written confirmation of successful completion of the course of instruction

  • the member agreed to immediately notify the Registrar of any additional complaints against him of a similar nature made to his employer.

Decision: Cautioned by the Investigation Committee

Following notification by a school board, the Registrar initiated a complaint against a member of the College alleging that he had acted in an inappropriate manner by touching a student's waist, joking with a student in a physically demonstrative manner and putting his hand on the back of a student.

On July 28, 2005, the Investigation Committee ratified an MOA between the member and the College in which the member:

  • admitted that he engaged in the alleged conduct

  • agreed to be cautioned by the Investigation Committee, in writing, regarding his actions

  • agreed to successfully complete a course of instruction regarding maintaining appropriate boundaries with students

  • agreed to provide the Registrar with written confirmation of successful completion of the course of instruction.


When the Discipline Committee finds a member guilty of professional misconduct, the member's name is routinely published in Professionally Speaking. If a similar matter is disposed of by the Investigation Committee or DR at the investigation stage, and the result is a caution, the name of the member is not published. The College monitors compliance with all agreements reached through DR.
