MandateCouncil committeesWhen a new Council sits for the first time, Council members each volunteer to serve on two or three committees. Committees meet about four times a year, but the work of some committees – Investigation, Discipline, Fitness to Practise, Accreditation, Registration Appeals – requires members to also serve on panels or sub-committees that meet as required and involve a considerably greater time commitment. All committees consist of members both elected (e) and appointed (a) to Council. At the first meeting of the fifth College Council on July 2, committee assignments were confirmed.
ExecutiveThe Executive Committee conducts the business of the College between Council meetings. It is composed of the Chair and Vice-Chair of Council, the Chairs of the statutory and standing committees, the Chair of the Accreditation Committee and two appointed members of Council. The Executive Committee reviews reports submitted to Council by other committees and makes recommendations where appropriate. It presents reports on policy initiatives to Council. The Executive Committee establishes ad hoc committees as necessary and appoints members to them. It also fills committee vacancies when they occur. The members of the Executive Committee are:
AccreditationThe Accreditation Committee reviews and accredits teacher education programs at Ontario faculties of education. It sets policy direction for the accreditation of Additional Qualification courses including principal and supervisory officer qualification programs. The members of the Accreditation Committee are:
Accreditation AppealThe Accreditation Appeal Committee considers and rules on appeals about accreditation of teacher education programs and courses. The members of the Accreditation Appeal Committee are:
DisciplineThe Discipline Committee conducts hearings into and rules on matters of professional misconduct and incompetence. It imposes penalties ranging from counselling, reprimands and admonishments to suspension and revocation, as appropriate. It hears applications for the reinstatement of members whose teaching certificates were revoked for disciplinary reasons. The members of the Discipline Committee are:
Editorial BoardThe Editorial Board oversees editorial and advertising policy and considers copy for Professionally Speaking, the College’s official publication. The members of the Editorial Board are:
ElectionThe Election Committee is made up of five members of Council, three elected and two appointed. The committee sets the calendar and policies for the election of Council members and reviews how the election has been conducted. It reviews election regulations, bylaws, boundaries and population distribution to ensure ongoing relevancy and recommends changes to Council to improve election processes and procedures. The members of the Election Committee are:
FinanceThe Finance Committee is made up of five members of Council, three elected and two appointed. The committee advises Council on College finances and functions as an audit committee. It reviews and makes recommendations related to the College budget and recommends the appointment of the College auditor. The committee also reviews and decides on the disposition of College investments. The members of the Finance Committee are:
Fitness to PractiseThe Fitness to Practise Committee conducts hearings and rules on the physical and mental capacity of members. It has the authority to suspend, revoke or impose terms, conditions or limitations on member certificates. It also hears applications for reinstatement or variances of earlier orders. The members of the Fitness to Practise Committee are:
Human ResourcesThe Human Resources Committee has five members, all appointed by the Executive Committee, including three elected and two appointed members of Council. The Chair of Council is among the members. The committee provides ongoing advice to the Registrar and Council on human resources policies and programs. It monitors salary administration and advises Council on the process for hiring the Registrar and Deputy Registrar. The members of the Human Resources Committee are:
InvestigationThe Investigation Committee receives and investigates complaints about College members related to professional misconduct, incompetence or incapacity. It examines documents and information collected in an investigation into a member’s conduct or actions and decides how to properly deal with complaints. The Investigation Committee refers complaints to the Discipline Committee or Fitness to Practise Committee as appropriate. Members of the Investigation Committee may not be members of the Discipline or Fitness to Practise committees. The members of the Investigation Committee are:
NominationThe Nomination Committee identifies, informs and proposes people to serve as Council Chair and Vice-Chair and as members and chairs of all statutory, regulatory, standing and ad hoc committees. The members of the Nomination Committee are:
Quality AssuranceThe Quality Assurance Committee assesses the College’s progress in meeting its legislated objectives and reports to Council. The Executive Committee appoints three elected and two appointed Council members to the Quality Assurance Committee and may appoint up to two external representatives. The members of the Quality Assurance Committee are:
Registration AppealsThe Registration Appeals Committee considers and rules on appeals from applicants who have been denied College membership. It may deny applicants or direct the Registrar to issue Certificates of Qualification and Registration. The members of the Registration Appeals Committee are:
Standards of Practice and EducationThe Standards of Practice and Education Committee is made up of at least nine members of Council, five elected and four appointed. The committee advises Council on developing, reviewing and implementing ethical and practice standards and a professional learning framework to maintain the standards. It reviews staff research and policy proposals and makes recommendations to Council. It participates in public and member-focused consultations on the standards and policy proposals.
