Governing Ourselves

Governing Ourselves informs members of legal and regulatory matters affecting the profession. This section provides updates on licensing and qualification requirements, notification of Council resolutions and reports from various Council committees, including reports on accreditation and discipline matters.

Council Appointments

Marie-Louise Chartrand

The provincial government appointed Marie-Louise Chartrand for a three-year term as a public appointee on the College Council effective October 20, 2010.

Chartrand, a chartered accountant, has provided financial advice to the public education sector and to families for over two decades.

From 1982 to 2003 Chartrand held posts as the Manager of Finance and Computer Services and Interim Superintendent of Business with the Carleton Roman Catholic Separate School Board, Regional Superintendent of Business and Finance with the Ministry of Education’s eastern office, and Comptroller of Finance and Executive Financial Advisor with the Ottawa-Carleton DSB.

Prior to working in education she was an auditor with Touche Ross and Company Chartered Accountants.

Since 2004 she has served as the Director, Administrative Services and Specialized Education Centres (preschool centres) for the Centre psychosocial d’Ottawa, a mental health organization for francophone children, youth and families.

As well, Chartrand has been a member of provincial ministry committees regarding dispute resolution and Special Education, a president of school councils, president of Douance Ontario (a program for gifted French students) and a long-serving member of church committees in Ottawa.

She holds a BCom (Honours) in accounting from the University of Ottawa and a supervisory officer qualification (business).

Chartrand will serve on the Editorial Board for Professionally Speaking magazine and on the Fitness to Practise Committee.


Robert Gagné

The provincial government appointed Robert Gagné for a three-year term as a public appointee on the College Council effective November 3, 2010.

Robert Gagné has 36 years of experience in various areas of elementary and secondary education in French- and English-language schools.

From 2001 to 2006 Gagné, now retired, served as Executive Director of the Association franco-ontarienne des conseils scolaires catholiques. Prior to that he was Assistant Headmaster at the Toronto French School, Acting Director of Assessment Programs at the Education Quality and Accountability Office, an education officer at the Ministry of Education, Co-ordinator of Student Services in the French-language section of the Metropolitan Separate School Board and a principal and teacher in French- and English-language schools.

He has an MEd from OISE/UT, a BA in political science from Laurentian University, a BEd from North Bay Teachers’ College and holds supervisory officer qualifications.

Gagné is a member of the Discipline Committee.
