Panels of
the Discipline Committee ordered the summaries of recent disciplinary cases to
be published in Professionally Speaking. Member: WCM Decision: Resigned/undertaking not to teach again in any jurisdiction A panel of the College’s Discipline Committee held a public hearing on June 12, 2000 into allegations of professional misconduct against WCM, a former teacher for the Ottawa-Carleton Board of Education. WCM, 55, was certified to teach in 1968. The allegations of professional misconduct against WCM included failing to maintain the standards of the profession; abusing students physically, sexually, verbally, psychologically or emotionally; failing to comply with the Ontario College of Teachers Act and Education Act; committing acts that would be regarded by members as disgraceful, dishonourable or unprofessional; and engaging in conduct unbecoming a member. The panel heard evidence that WCM engaged in a relationship with one of his students, who was in Grade 12 and Grade 13 at the time. The relationship began after the student confided in WCM about her personal problems. It developed from hugging and kissing to sexual intercourse and continued over a period of time. The panel accepted an agreed statement of facts admitting the relationship and entering a plea of no contest to the allegations of professional misconduct. The panel required the immediate resignation of the member from the College and an undertaking that the teacher would not teach again in any jurisdiction and would never apply for re-instatement at the College. The decision of the panel will appear on the College’s public register.
