dispute resolution

The College uses Dispute Resolution (DR) to facilitate the resolution of suitable complaints regarding members of the profession. DR is voluntary and without prejudice to the parties. The results of the DR process are similar to those that would be expected following a full investigation and/or contested hearing.

The members in the cases reported here have consented to the publication of a summary of the complaint and its resolution.


Member: Martin Gaston Joseph Beaulne
Registration number: 467470
Decision: Resignation / cancellation

The Alberta Teachers’ Association notified the College that the Alberta Minister of Education had cancelled the interim teaching certificate of Martin Gaston Joseph Beaulne. The Registrar then initiated a complaint against the member alleging that he had engaged in an inappropriate relationship with a female Grade 12 student between September 2004 and March 2005, which included but was not limited to:

  • exchanging e-mail messages with the student that were of an inappropriate and romantic nature
  • spending time with the student at his apartment
  • permitting the student to stay overnight at his apartment on at least two occasions
  • hugging and kissing the student
  • attending movies with the student
  • going on a ski trip with the student.

On December 19, 2007, the Investigation Committee ratified a Memorandum of Agreement (MOA) between the member and the College, in which the member:

  • admitted the conduct
  • agreed to resign his membership in the College
  • agreed that the Registrar would immediately cancel his Certificates of Qualification and Registration
  • agreed to a notation on the public register
  • agreed to publication of his name, with a summary of the complaint and its resolution, in Professionally Speaking and on the College web site
  • agreed that the College would place a copy of the Investigation Committee decision and the MOA in a publicly accessible area of the College
  • agreed that the College would provide notice of cancellation of his certificates to organizations routinely notified of such action.

Member: Richard Arthur Crossman
Registration number: 249242
Decision: Resignation / cancellation

Following notification by the Halton DSB, the Registrar initiated a complaint against Richard Arthur Crossman. The Registrar alleged that the member:

  • failed to comply with the board’s conflict of interest policy and/or placed himself in a conflict of interest position in regard to personal business interests in Queen Bee Cookie and Confection Company through inadvertence and a lack of knowledge of those particular policies
  • permitted a 17-year-old female student to live in his house with the full knowledge and consent of her parents
  • on a number of occasions, changed his clothing in his office in the presence of the 17-year-old female student, although at all times she was facing away from him.

In June 2007, the member retired from the board.

On December 19, 2007, the Investigation Committee ratified an MOA between the member and the College, in which the member:

  • admitted the conduct
  • agreed to resign his membership in the College
  • agreed that the Registrar would immediately cancel his Certificates of Qualification and Registration
  • agreed to a notation on the public register
  • agreed to publication of his name, with a summary of the complaint and its resolution, in Professionally Speaking and on the College web site
  • agreed that the College would place a copy of the Investigation Committee decision and the MOA in a publicly accessible area of the College
  • agreed that the College would provide notice of cancellation of his certificates to organizations routinely notified of such action.

Member: John Hamilton Robson

Decision: Resignation / cancellation

Following notification by the Limestone DSB, the Registrar initiated a complaint against John Hamilton Robson. The Registrar alleged that, in April 2007, the member pleaded guilty to a criminal charge of gross indecency with respect to a former 13-year-old male student. The offence was not committed on school property and the boy was never the member’s student.

The member had been retired from the board since 1988.

On December 19, 2007, the Investigation Committee ratified an MOA between the member and the College, in which the member:

  • admitted the conduct
  • agreed to resign his membership in the College
  • agreed that the Registrar would immediately cancel his Certificates of Qualification and Registration
  • agreed to a notation on the public register
  • agreed to publication of his name, with a summary of the complaint and its resolution, in Professionally Speaking and on the College web site
  • agreed that the College would place a copy of the Investigation Committee decision and the MOA in a publicly accessible area of the College
  • agreed that the College would provide notice of cancellation of his certificates to organizations routinely notified of such action.

When the Discipline Committee finds a member guilty of professional misconduct, the member’s name may be published in Professionally Speaking. If a similar matter is disposed of by the Investigation Committee or DR at the investigation stage, and the result is a caution, the name of the member is not published. The College monitors compliance with all agreements reached through DR.
